WINLOGON issue with Server 2000

Hello,
i m having a little strange issue with my revocation provider. my thirdparty
revocation provider works good with all other OS's then Windows Advanced
Server 2000 SP3 & SP4. on this particular OS when there is no smartcard
installed my dll works ok and its is called from different application. but
when i install some smartcard, and there is no card in the reader. the
winlogon.exe locks my dll. and later when i log on to windows using my
username and password the dll remains locked and no other application can
even load it. its a little strange issue. i can't find out how to proceed to
find a solution.

i tried logging in my dll and it shows that the dll is not being loaded
after winlogon.exe locks it. any helps will be really appriciated
