How the Windows controls the CD-RW?

       I want to make a tool,when writing to CD-RW,it catches the command and do some
       encryption work on the files before writing.And when reading from CD-RW,my tool decrypts
       the files before it sended to user.
       How can I start? Or is there any existed tool?
