DCOM98 Connecting to Win2k SP4 Server Fails

Using a Win98 Client with DCOM98 ver. 4.71.0.3328, the client fails to connect to a Win 2K SP4 Server. The same Win98 client can connect to a Win2k SP2 Server.
Could this be a SP4 security enhancement that prevents impersonation. If the Win98 client does not use security tokens, it looks like impersonation fails.
The errors “The RPC server is not available” or “Security context is invalid” randomly encountered on either cocreation or Proxy Security settings.
