Cipher is only on Windows 2000/XP Pro/Server 2003. And only on NTFS.
For something portable cross-platform, you'll need a 3rd party tool. They
exist. As a Microsoft employee I can't endorse any of them, though. Maybe
someone else can.
If you post on a broader security newsgroup you're likely to get more
responses.
