Cannot not access ...\Winlogon\Shell registry key value ... ?

Hello All,

I cannot access (get) the key value 'Shell' of
'HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\WindowsNT\CurrentVersion\Winlogon'

Is there any pre-conditions that I want to pay attention to ???
