change password complexity

can we change the password complexity settings for windows 2003 domain
environment?
in group policy there is a policy password must meet complexity requirements
option. if i enable it, it sets its own complexity options which include
using three of the four following character groups.
a.. English uppercase characters (A through Z)
a.. English lowercase characters (a through z)
a.. Numerals (0 through 9)
a.. Non-alphabetic characters (such as !, $, #, %)
can i customize it? for example not using three character group. passwords
contain only lowercase and numbers but stil have other complexity ?
