    Time Stamp Protocol is specified in
RFC3161(http://www.faqs.org/rfcs/rfc3161.html).
     I totally understand your concern. I have tried searching internet for
"open source/freeware C/C++ libraries for TSP", but I could not find any
library which meets your need. Let's keep an eye out for it in the
community to see if anybody knows it. I will also send emails internally to
see if somebody in Microsoft could share some idea.
      We will keep monitoring this post and send post notify email to you
