You need to pick up checked build binaries for the following files in the
%windir%\System32 directory:
Minimal set:
Certcli.dll
Certsrv.exe
Certpdef.dll
Possibly also useful:
Certdb.dll
Certxds.dll
Start by looking for these checked build binaries in the service pack you
have installed. If any is not found there, try each successively older
service pack and finally the RTM build until you find all of the desired
binaries.
The checked build binaries for service packs are available at:

http://www.microsoft.com/windows2000/downloads/servicepacks/sp3/sp3build/default.asp
http://www.microsoft.com/windows2000/downloads/servicepacks/sp2/sp2build/default.asp
http://www.microsoft.com/windows2000/downloads/servicepacks/sp1/sp1build/default.asp
You should be able to extract individual files without installing the entire
checked build, using extract.exe from a command line.
To bypass System File Protection and allow the checked build binaries to be
installed and not automatically overwritten, you will have to make the
original installation CD and service packs unavailable by:
1) removing any installation CD
2) disconnecting from the network, if Windows 2000 or any of the service
packs were installed via network
3) rename any service pack subdirectories on your hard drive.
And, you will have to rename or delete the backup copies of the files you
wish to replace from the %windir%\System32\DLLCache directory.
Once the checked build binaries are in place, certsrv.exe will log to a file
named %windir%\certsrv.log whenever it executes.
