Who loads the roaming profile ?

Hi!
I am trying to write a GINA replacement and have some problems
with the user profile...
Winlogon says I dont have permission to read the user profile.
My question:
Which OS-identity tries to load the userprofile ?
Is it SYSTEM that Winlogon/GINA normally runs as or
is it as the user that is logging in ?
