NetUserGetInfo error

Hi everybody
we have a replacement GINA in which, after successful logon to a Windows
2003 server, we use the NetUserGetInfo on the logon server to retrieve the
profile path if set.
In my testing environment, everything works fine. However, in another site,
NetUserGetInfo returns the error 5 (ERROR_ACCESS_DENIED).
Can you help me identify the reason for this error?
