CA error and desperate for a solution.

I am currently trying to incorporate a Wireless part of
our LAN. We have an NT domain with numerous W2K and NT
servers and approximately 300 NT clients and the same in
W2k clients too.
I need to enable PEAP encryption so have applied the
necessary patches on both server and client in order to
get the correct authenication tab to appear (313664)
as well as SP3 on both server and client.
In order for me to run the PEAP I believe that i need to
have IAS (RADIUS) as well as CA running on the server.
IAS is set up and seems to be OK, the CA however is
causing great problems.
I installed a root CA in Stand-alone mode (as we don't
have AD) in accordance with Micsrosoft recommendations.
When i try and create the certificate via the MMC i am
getting the following error:
"windows cannot find a certifictaion authority that will
process this request"
I have searched Technet but all articles seem to point
towards AD, which obviously we do not have.
Does anyone have any idea?
