To verify CAB files or other controls, typically no additional information
is required in pPolicyCallbackData if they're calling Authenticode (action
ID passed to WinVerifyTrust: GUID WINTRUST_ACTION_GENERIC_VERIFY_V2). I
don't know what IE is passing in.
