Ahh, Cipher... I was close.. lol thanks a ton.

One last request - is there a Microsoft Best Practice to sure up a server,
should I be just disabling all but SSL3 ?

To test if the setting has taken effect, you can simply specifiy the
protocol used by IE in Internet Options->Advanced and then browse to the
site to chreck the result.
