Running IIS MMC from workstation

Hello,
I am the win2K server admin and one of our groups wants to administer a very
dynamic new website where they will be constantly be putting up quick pages
for different clients to see.
I have gone into IIS and properties of the website and have added an AD test
user to the Operators tab as well as granting it permission to the site's
file system. If at all possible I would prefer that they NOT have to log into
the server in order to administer IIS.
So I loaded IIS on a test XP box and have logged in as the test user. I
brought up the local IIS and did a "connect to" and connected to the win2k
web server. It had no problem connecting, however there was nothing under
"web sites". I logged off the XP box and logged back in as the domain admin
and ran the local IIS MMC, and connected to the web server. This time I saw
all 10 websites running on the server.
What I find REALLY odd about this is that I allowed my test user to log into
the server. When on the server and running IIS he sees EXACTLY what I want
him to - only this one site.
Now I did not run the IIS 5.0 permissions because I looked at it and it
didn't seem to offer what I wanted.
Any thoughts or suggestions would be welcomed. Thanks!
