Digital Certificate on IIS 4

Hi,
We just switched over from Verisign's 128 bit certificate to another
vendor's 128 bit certificate. The installation went fine but it is only
giving 56 bit encryption.
Is there some particular configuration on the IIS 4 server that I'm
overlooking?
