Security for specific area of a website

Hello Everyone,

I have a problem that I thought would be easy to fix, but I think my
blinders are on because I can not get this to work.

IIS on a W2003 server with FP extensions 2003 installed. Unfortunately
the domain is still NT so there is no AD

I have an intranet that allows anonymous access. I have forms (php) in
here that are linked to a MYSQL database. These forms are for
maintenance request. There is a specific folder than contains forms
that will allow my users to go in and edit the requests. I need this
area to be password secured but only specific users can have access,
not the entire domain. No matter what I do all users seem to have
access to this area as long as they have a login. I have removed
anonymous and added basic authentication. I have edited the
permissions on the files and folder to include Network, Network Server,
and OWS for List Contents (I am not sure what these are for). Sys
Admin has full rights also. That is it, but no matter what name I use
to login, I can get to the page.

Any ideas would be helpful. I am sure I am doing something terribly
wrong and that I just don't see it.
