Oops, broke ASPNET on IIS6

Not sure what has changed here, but all of a sudden only local Administrators
on my IIS6 member server Microsoft Operations Manager 2005 can access the MOM
ASPNET Web Console.
Static files work fine, but aspx's return error 401 after prompting me for
credentials. NTFS permissions show that all the local MOM groups (eg MOM
Administrators) have RX access or better. Adding the user to the local
Administrators group fixes the problem - any ideas how I can troubleshoot
this?
The application is running in the default app pool. It did work when I
originally installed it. I also installed SQL Reporting Services 2000 into
default web site, not sure if that broke it.
