IIS lockdown stopped FTP

I installed SUS which ran the iis lockdown tool and it stopped my FTP
service. I tried to restart it but reports service did not respond. How do
I get it to work again? Also, I checked the
C:\WINNT\system32\inetsrv\urlscan folder and the file urlscan.exe is no where
to be found. Why is it not there?
