Cannot find server or DNS error

On XP Pro, trying to access a web page (a simple "hello world" type of
default.htm page) located in C:\inetpub\wwwroot on an XPe machine on the
same LAN. XPe PC name is "SIENNA1", at 192.168.0.100. The other, "Bigguy" is
at 192.168.0.101. Both are able to access the internet via IE6. Both can see
each other's files in My Network Places, although I have to actually log on
from Bigguy by entering a valid login to SIENNA1 using an account name and
password that has been set up. I can ping SIENNA1 and FTP to it from bigguy.
However, I cannot telnet to SIENNA1 from bigguy, nor can I see my web page,
even with the use of port 80 explicitly.
IIS *is* running. If I type http://sienna1 from SIENNA1, I see the served
web page just fine, same as if I use the explicit IP address.
I have checked router settings and also tried to explicitly allow TCP port
80 on the Sienna from bigguy (XP Pro firewall enabled). No Antivirus
software is currently running because Norton's Common Client App is crashing
all the time.
Any ideas?
