Hi Thom,

Please open the web service virtual directory's property in IIS mmc.
In Virtual Directory->Application Setting, check if the virtual
directory's corresponding application has been created.

If it isn't created, please click 'Create' button to create the
application. If the application has been created yet, the error may
be caused by there is duplicate application path in IIS metabase
sometimes, for example: the application name is blank. You can click
'Remove' to delete the application and then create it again with a
valid name.
