Best guess would be something along the lines
of a different default (or actual) encoding on the
newer service.

This happens regularly on web CLIENTS (and
emails, etc) and is easily correct there by changing
the encoding.

Although such problems are likely UNRELATED, it
does offer a hint of where the problem may begin.

I would look very carefully at the encodings available
to the server and the SQL server.
