Why is FTP Enabled?

We have a few sub webs running on IIS. We've discovered that some can be
accessed using ftp://domain/html/subwebname anonymously and some cannot. We
DO NOT want ANY webs to be accessed using FTP (expecially anonymously). I
can't see any FTP services showing up in the MMC that relate to any of the
webs that can be accessed anonymously.
I can't seem to figure out where to go from here.
