URLScan is actually a very fast and secure ISAPI Filter.
On our performance tests, URLScan impacted ~2% CPU on a lower-end P3 server.
Thus, performance is not an excuse against URLScan for any IIS server other
than if it's running on something like the original Pentium CPU.
Now, there are tons of crappy ISAPI Filters out there that crash, leak
memory, etc. However, URLScan just isn't one of them.
