Operator choice

I have a question regarding the missing operator option that was available
in 2000. I have a web department and I need to delegate the creating,
changing etc.. to them without giving them admin privileges on the server.
In windows 2000 I can go into the properties of the server and add them as
an operator. However it seems that this tab is no longer available in
windows 2003. I can choose individual sites and choose permissions but not
on the whole server.
What I am trying to accomplish is to give them a iis snap in on their
workstations so they do not even need to terminal service into the server to
make these changes. Any clues or do I need to make them a local admin on the
2003 boxes?
