Sounds like you have spyware running on your machine that is constantly
changing this value, so start scanning and cleaning your computer. Putting
the site into "restricted sites" is not the proper solution -- "Restricted
sites" refers to website configuration in effect when browsing that certain
website. It is meaningless against something that is running on your
machine and changing browser configuration at-will.

Every time I get onto the internet I find that my default home page has been adjusted from www.msn.com to "res://iglqz.dll/index.html#96676" I go into Tools and Internet Options and change it back to msn.com but during the next web event it is again changed back to "res://iglqz.dll/index.html#96676" I have attempted to put this site into "restricted sites" but it does not work any suggestiong on what the problem is and what I can do KP
