Delegating Non-Admins as Operators

I have web developers who cannot be make local
administrators of the web servers. I want to allow them
to manage IIS but with IIS6 the Operators tab was removed.
I have followed KB818073 but this is not working for me.
I have given their group full perms with mbexplorer.exe
but that does not seem to be enough. When they open mmc
they can see the web site and the directories but if they
try to look at the properties or anything mmc closes. What
else do they need for permissions? Thanks for any help.
