rds configuration

i am attempting to deploy Data Access pages thru RDS over the internet. however i am having a great deal of trouble configuring it.

i keep getting an internal server configuration error message at databinding time. to the outside world they receive a message saying "this page is hosted on an incorrectly configured web server"

i am sorry for the lack of specifics with this, but that's all it says. there are no errors on the server in the event viewer, or on the users pc.
can anyone point me in the right direction. i have gone thru the ms kb articles. i have attempted to follow their steps exactly. but so far no luck. i have iis 5.0, access 2000, and windows 2000 server.
