ASN Security Hotfix (828028) breaks ASP.NET?

Has anyone else had problems with the ASN hotfix issued in
February?
I recently installed it on a Windows 2000 Server and after
rebooting, my ASP.NET applications failed. I started
seeing Errors EventID 1007--"aspnet_wp.exe could not be
launched because the username and/or password supplied in
the processModel section of the config file are invalid. "-
-and 1084--"aspnet_wp.exe could not be started. The error
code for the failure is 80004005. This error can be caused
when the worker process account has insufficient rights to
read the .NET Framework files. Please ensure that the .NET
Framework is correctly installed and that the ACLs on the
installation directory allow access to the configured
account." in the Application log. New errors (the same
IDs) were being logged about every 30 seconds.
I uninstalled the ASN hotfix and rebooted and the problem
cleared up.
