a) Microsoft has a tool called the IIS Migration Wizard that may help do
this automatically for you

b) What is the exact 403 error that you are getting? Check in the IIS
logfiles (c:\windows\system32\logfiles\<yourWebsiteID>) to find out what the
substatus code is for the 403 error. 403 means "forbidden", but there are
lots of reasons something could be forbidden (eg SSL required, MIME type
configured, Lockdown Policy Prevents running this file etc).
