OWA\IIS - User Must Change Password

I posted this a while ago, but never got a response so I thought I would try again since my original post is pretty far down and will probably never be seen.

I have two Exchange 2000 servers in the same domain and I have new users setup with the "User Must Change Password at Next Logon" box checked. On one server this works just fine and the users are prompted to change their password, but when users on the other server try to logon to OWA the logon box disappears and then comes back again, after three attempts they get Access Denied. In the Event log I see a warning EventID 100 that states the user's password must be changed before logging on the first time. If I uncheck the the User Must Chang Password box they are able to logon just fine and can navigate to the change password button and change their password, but why aren't I able to force the password change; I have checked the security settings and everything appears to be identical. Please help!
