"Access Denied" When creating a certificate request (CSR)

After 2 days of searching, I found it.

It was a permissions issue in the folder

%system root%\Documents and Settings\All
Users\ApplicationData\Microsoft\Crypto\RSA\MachineKeys

After removing this folder, and allowing Win 2003 to
create a new one, everything worked fine!
