he is change his password at the next time

i have an ftp site and , the user acces to his ftp by
username and password .it's works fine.
my question is ,if i want's that's user , he is
change his password at the next time, when he is log on,??
how i dot id .
i enable, user must change password at next time ,,but i
doesn;t work!!
