Do you really think Microsoft is personally emailing you with poor
grammar and calling you "Dear Friend"...?

If you have to ask, the answer is always no.

Block it in your SPAM filter, delete it when you receive it or change
email accounts.

You did one thing right, you asked first. But never open any
unsolicited attachment, and all Microsoft security infomation is
available on their web site to check.
