a) IIS SMTP can send out mail by its own. no need smart host.
b) you don't need any MX record, if it's purely sending mail.
however, make sure the smtp box can query tcp 53 for related
domain mx queries.
c) this is broad, try these -

www.iisfaq.com
www.iisanswers.com
google the net.
