Yup, that is by-design. Integrated authentication is connection-based, thus
it requires HTTP-Keep Alive enabled.

I just found the problem. The HTTP-Keep alive was turned off on my site. I
turned it on and it works now. It appears that Windows integrated
authentication needs the HTTP-keep alive on...
