I have been experiencing the same problem getting SSL to work on IIS 5.0, and changing permissions on "C:\Documents and Settings\All Users\Application Data\Microsoft\Crypto\RSA\MachineKeys" did not help.

But once I changed it on "C:\Documents and Settings\All Users", installing a certificate went through without any problems.
