Error Processing a Renewed Certificate

Hello All,

I have been searching everywhere for some leads on the following
error:

We have a stand-alone Windows 2000 CA. We are using SSL for OWA. The
certificate we created in 2002 has expired. I am trying to renew the
certificate but I keep getting the following error:

Your request failed. An error occurred while the server was processing
your request.
Contact your administrator for further assistance.

The RPC server is unavailable. 0x800706ba (WIN32: 1722) COM Error
Info:

Cause:
The Certification Authority Service has not been started.

I verified that the CA service is started. Any suggestions would be
GREATLY appreciated. I tried to renew the certificate before it
expired but I received the same error as above.
