Hello
Download the tools Filemon and Regmon from http://www.sysinternals.com. Run
both the tools while reproducing the behavior (prompt for credentials).
Save the logs and then open them in Notepad and search for Denied or Access
Denied. Most likely the IUSR account does not have permissions on some file
or registry key. Also, check your Event logs to see if any errors/warnings
have been logged.
