Serge,

Try isolating the issue to a client side or server side issue. Can you test
from another client, perhaps one with IE6 installed?
What about testing with IE on the server itself?

If it is a server side issue then SSLDiag may provide clues to the root
cause of the problem. It can be downloaded here,
