script permissions

win2k adv server, iis5.0, latest perl
i'm getting a permission denied denied error message when trying to open a
new file for writing
i'm converting an asp/vbscript to perl and trying to write to the same
directories that the vbscript was able to write to
in trying to figure this out have come to see the directory in question has
iis anonymous access rights for the default IUSR_hostname account, but its
not stated what those rights are, but seem to include writing
but when viewing security thru explorer, the only user that has any access
beyond view contents is the admininstrators
so.....
is this right?
1. web originated permissions for file access are controlled thru iis?
2. local or network permissions are controlled thru explorer?
3. asp runs under the IUSR_hostname account?
4. don't know what account perl is running under, but it must be different
from IUSR_hostname
