I don't have URL Scan running. I checked the _private folder, and it has
read/write access. I even put it to EVERYONE/FULL just to see if that was
the problem. It didn't fix it. I then tried to put the frontpage/5.0
directory to EVERYONE/ALL to see if that would fix the problem but it
didn't. I am guessing frontpage is trying to access a file that doesn't have
permission. I changed the c: EVERYONE default ACL to only ADMINISTRATOR and
SYSTEM only. So it might be a file in there it is trying to access.

Any other thoughts? Greatly appreciated.
