I will pass this information along as a feature request (note that this does
not mean it will happen, only that the appropriate folks are aware of the
request.)
In the mean time, it would not be difficult to write script code to deploy
UrlScan yourself.
UrlScan does not have any dependencies, except its config file. So it's
basically sufficient to copy the dll and ini to the desired location and
register it as a filter. In the case of IIS 6, you would also need to make
sure that the IIS_WPG group has write permissons to the location of the
UrlScan log files.
There should be bits of sample script code around that show how to copy
files, set ACLs (or you could just use cacls.exe), register filters, etc.
