IIS - Permissions on Admin folder

I have a quick question:

I have a site with the following structure(IIS5):

\database\ (IUSR - read, write)
\wwwroot\ (IUSR - read)
     \admin\ ("AdminUser" - read, disallowed prop.)
     \includes\ (IUSR - read, prop. from \wwwroot\)
     \images\ (IUSR - read, prop. from \wwwroot\)

Files in the \admin\ folder reference the database as
well as files in the \includes\ folder.

If I disallow propagation on the \admin\ folder and
select my users (in this case a local user
called "AdminUser") who have access to that area - do i
need to add them to the other folders - or if they have
no permissions on those other folders default to the IUSR
account? Or since there are no permissions for that user
that has logged in, their access is denied to those
folders?
