In add/remove programs, install certificate services. But BE CAREFUL. Read
the white papers and how-to's on TechNet before install and configuring
this. Understand PKI, etc.

It's remarkably easy, once you understand the system and install the
service. Feel free to post a follow-up with any specific problems.
