Accessing files on file server from Web server

We have a web application on our web server that tries to
access an MS Access database that is sitting on our file
server.

We have tried configuring the Anonymous User account as a
domain account with the appropriate permissions; we have
tried creating an anonymous account on the file server
with the same name and password as the IIS anonymous user;
and we have tried using the "Connect As" in the IIS
manager using an already established domain account.

All of these result in the same error message:

Cannot open file because it is opened exclusively by
another user or you don't have permission to view its data.

Anyone have any ideas on what we are missing?
