This is really weird. I re-read you post.
you configure the 'web sharing' tab ???

Now -
a) what OS you running ?
b) can you login as normal users ?
if not what's the error 530 or 550 ?
c) check the physical NTFS permission ?
not 'web sharing' tab but the 'security' tab.

post few line of your ftp log here.
