Peculiar problem accessing remote share.

Any help on this matter is appreciated.
Given:
* Win2k server w/ IIS v5.0 (stand-alone workgroup)
* Another Win2k server with shares. Also stand-alone
workgroup.
The problem is NOT with the permission on the file-
sharing server.
Here is what I have narrowed it down to:
* If the anonymous user for the website is a member of
the local Guests group only (as is by default), the web
server cannot access the pages on the remote share.
The exact error message returned to the browser is:
"HTTP 401.1 - Unauthorized: Logon Failed"
* If I add the anonymous user to the local Administrators
group, then the web server can access the remote share.
I suspect that there is at least one Local Security
Policy setting that is preventing the anonymous user from
establishing a remote connection, but I do not know what
it would be.
Obviously, it is undesirable to leave the anonymous user
as a member of the local Administrators group.
Any help would be greatly appreciated.
