IIS or FPSE

Hi
I'm not sure whether this is an IIS or FPSE2000 problem, so if I'm in the
wrong place, I apologise.
Running NT4.0 sp6a, IIS4 and FPSE2000, MDAC 2.71
The server has just been built and fully updated. IIS 4 was installed from
the Option Pack, as was FPSE98 & MDAC 2.1. FPSE and MDAC were then updated
as detailed above.
Two webs have been created, one using Visual Interdev 6 (through Visual
Studio), and one directly by IIS. Both webs have identical permissions and
allow anonymous access.
Logged on to the server as an administrator connection to the webs are fine.
When you try to connect from a client machine logged in as a
non-administrator a dialogue box appears asking for a username and password.
I have check that Anonymous access is allowed, and that the IUSR_ account
has the same permissions as our current web server (which works). The IUSR_
password has also been checked and synchronised.
I'm obviously missing something quite fundamental, but have been staring at
the problem for days and my brain has gone into meltdown.
Any ideas or suggestions (up to and including throwing it out of the window)
would be much appreciated.
