Which issue are you talking about exactly?
Just go to www.windowsupdate.com You'll get all the security patches you
need without having to think about it or question it ever again. Go there
now and go back every month or so.
AND, you also want antivirus that is set to download updates every week or
so automatically. www.grisoft.com is free, go get it. Microsoft patches
are NOT antivirus, though they can help improve your security when used in
ADDITION to antivirus.

There's MS03-026, an RPC vulnerability that does not affect Windows 9x.
This has not been called a mass-mailer vulnerability, at least not yet.
There is also a mass mailing worm going around called Mimail starting
Friday. There are a few Microsoft patches for Windows 9x that do help
prevent this worm, but you really need antivirus first for this also.
