W2K IIS under attack

Thank you guys for the help. I installed the Sygate
Personal Firewall Pro and it detects a Denial of Service
attack from an IP address at 64.35.112.xxx.

My questions are:

1) Why the Windows 2K is still vulnerable to such attack,
even with every patch installed?

2) How to report such activity?
